The incident occurred early Saturday morning, and despite using sonar technology to locate the vehicle, rough water conditions have impeded recovery efforts. The city of Virginia Beach reported that the vehicle was completely submerged near the oceanfront pier, and the use of sonar imaging confirmed its location approximately 17 to 20 feet below the water's surface.

Initial attempts to recover the car using a salvage barge and professional dive team on Sunday were thwarted by dangerous water conditions, rendering the barge unstable and posing threats to the safety of divers.
