In recent years, the European Union has provided significant financial support to Turkey to aid in the management of Syrian refugees within its borders. However, concerns have been raised regarding the effectiveness and impact of these funds. Let's delve into the details of this complex situation.
Financial Commitments
Back in 2016, an agreement was reached between EU leaders and Turkey, stipulating that the EU would allocate a minimum of 6 billion euros ($6.4 billion) to aid Turkey in handling the influx of migrants from Syria. This funding aimed to stem the flow of migrants to Europe from Turkish territory. Subsequently, in 2021, an additional 3 billion euros ($3.2 billion) was pledged by EU leaders to further support refugees in Turkey.
Uncertain Impact
Despite these substantial financial contributions, the European Court of Auditors (ECA) expressed concerns about the lack of clarity regarding the actual impact of these funds. The ECA's follow-up assessment revealed that the education ministry of Turkey had declined to provide essential data that would enable the assessment of the effectiveness of EU-funded projects.
A significant portion of the EU funding, approximately 530 million euros ($566 million), was intended for the support of inclusive education for refugees in Turkey. This encompassed various aspects such as teacher salaries, educational resources, language training, counseling, and support services. Unfortunately, the auditors encountered challenges in obtaining crucial details, including the list of schools receiving EU assistance, the enrollment of refugee pupils, and the educational progress of these students.
Obstacles in Data Access
Despite concerted efforts by both auditors and EU officials to obtain the necessary information from the Turkish authorities, including joint and individual requests, access to critical data was not forthcoming. The refusal by the education ministry to provide essential data has hindered the auditors' ability to gauge the sustainability and impact of the EU-funded projects.
Shortcomings in Project Budget Assessment
Furthermore, the auditors highlighted weaknesses in the European Commission's evaluation of project budgets, noting a lack of systematic assessment of project costs and comparisons between different projects. This raises concerns about the efficiency and prudent allocation of EU funds.
Overall Support Amidst Challenges
Despite these challenges, the EU funding package has provided crucial support to both refugees and host communities in Turkey, particularly considering the difficulties posed by the COVID-19 pandemic, a major earthquake in February 2023, and the country's economic instability.
