However, immigrant advocates expressed concern that the new regulations may complicate the lives of homeless migrants who are already focused on leaving the shelter system. Elizabeth Sweet of the Massachusetts Immigrant and Refugee Advocacy Coalition stated, "We are deeply concerned that forcing families to reapply for emergency shelter each month will create unnecessary red tape, sow confusion, and ultimately, place more families on the street."

Addressing the Homeless Crisis

Massachusetts has been dealing with a growing influx of homeless migrant families seeking shelter, with less than half of families in the Emergency Assistance family shelter system being new arrivals to the state. To accommodate the increasing demand, the administration announced the opening of a new overflow shelter site next month in Chelsea at the former Chelsea Soldiers’ Home, with a capacity of approximately 100 families.

New Legislation

Last week, the Massachusetts Senate approved limits on the duration homeless families can stay in emergency state shelters as part of an $850 million plan to fund the system at the center of the migrant crisis. The approved bill would limit maximum stays to nine months, with the possibility of an additional 90 days for specific groups such as veterans, pregnant women, and those employed or enrolled in a job training program.

Future Outlook

Currently, there are no limits on the time a family can spend in emergency housing. The approved bill is expected to go to a conference committee to consolidate it with a bill passed by the House before being sent to Governor Maura Healey, for her signature.

These measures aim to provide support for homeless families while ensuring responsible management of the shelter system in Massachusetts. As the state continues to grapple with the homeless crisis, it seeks to strike a balance between providing assistance and encouraging self-sufficiency among those seeking shelter.
