According to the DEA, Oseguera Cervantes rose to power around 2009 when the cartel's leader began to lose control, prompting 'El Mencho' to join with the Los Cuinis DTO to combat rivals for control of drug distribution networks in Jalisco, Nayarit, and Colima. Under 'El Mencho's' leadership, the CJNG reportedly expanded its presence in Mexico and globally, engaging in territorial battles across the country, as well as extortion, corruption, and the production and distribution of narcotics worldwide.

Charges and Significance:

As a result of these activities, Oseguera-Cervantes has been federally charged by the District of Columbia since 2014 for violations of Title 21, United States Code, Sections 848, 959, 960, and 963, and Title 18, United States Code, Sections 924. Consequently, the DEA regards 'El Mencho' as one of the most significant drug lords in the country, despite recent rumors of Nemesio Oseguera's death gaining traction.
