Tennessee House Republicans faced intense backlash from protesters following the passing of a controversial bill. The bill, which would permit certain teachers and staff to carry concealed handguns on public school grounds, also includes provisions to keep parents and other teachers unaware of who is armed. The 68-28 vote in favor of the bill has now sent it to the consideration of Republican Governor Bill Lee.
Criticism and Opposition
The passing of the bill led to public outrage, with protesters chanting "Blood on your hands" at the Republican lawmakers. Members of the public expressed their opposition to the bill, prompting House Speaker Cameron Sexton to clear the galleries. Additionally, four House Republicans and all Democrats opposed the bill, which previously passed in the state Senate.
"My Republican colleagues continue to hold our state hostage, hold our state at gunpoint to appeal to their donors in the gun industry," Democratic state Rep. Justin Jones said. "It is morally insane."
Bill Provisions and Requirements
Under the provisions of the bill, certain employees who wish to carry a handgun would need to have a valid handgun carry permit and written authorization from the school's principal and local law enforcement. They would also be required to undergo a background check and complete 40 hours of handgun training. However, they would not be allowed to carry guns at school events held in stadiums, gymnasiums, or auditoriums.
Response to Recent Shooting
The passing of the bill presents a sharp contrast to the response after the deadly shooting at a private elementary school in Nashville last year. Despite the proposal being rejected, the bill's sponsor, Republican state Rep. Ryan Williams, emphasized that it aims to create a deterrent against future incidents.
It remains to be seen if any school districts would take advantage of the bill if it becomes law. Notably, Metro Nashville Public Schools has stated its belief that only approved active-duty law enforcement should carry weapons on campus.

Approximately half of the U.S. states allow teachers or other employees with concealed carry permits to carry guns on school property in some form. Recently, Iowa's governor signed a bill allowing trained school employees with professional permits to carry at schools, providing them with legal protection in the event of using reasonable force.

In 2021, a permit-less carry law for handguns was enacted, allowing residents 21 and older to carry handguns in public without a permit.
