General Budanov's assessment reflects the growing concerns among Ukrainian officers regarding the military's prospects. In addition to being outnumbered, the Ukrainian forces are grappling with critical shortages of weapons, notably artillery ammunition. Despite the approval of $60.8 billion worth of arms from the United States three weeks ago, the delivery has only just commenced, following months of congressional gridlock.
