An immigrant identified as Pablo Mendoza has been arrested and charged with raping a 13-year-old "mentally incapacitated" girl in Alabama. The incident occurred on February 20, and Mendoza was apprehended by authorities on Monday, March 25. According to reports, the teenager was unable to consent to the intercourse as she was deemed "physically helpless."
