However, this latest attempt by the U.S., building on a previous framework, seems to be facing challenges yet again.

Attempts at Reconciliation: A Timeline

Efforts to establish a ceasefire have been underway since early December, mediated by the United States, Egypt, and Qatar. The hostilities were reignited following a week-long ceasefire, during which Hamas released over 100 individuals from captivity in Gaza, and Israel freed 240 Palestinian prisoners. In late May, President Biden endorsed a new three-phase plan, which the U.N. Security Council subsequently supported with a resolution.

The initial phase of the proposal entails a six-week ceasefire and hostage release in exchange for the liberation of Palestinians held in Israeli prisons. Furthermore, displaced individuals from northern Gaza would be allowed to return to their homes, many of which are in ruins. Additionally, during this period, Israeli forces would withdraw from populated areas of Gaza.

The second phase envisions a permanent ceasefire, while the third phase involves a multi-year reconstruction plan for Gaza and the return of the remains of deceased hostages. However, for months, Israel and Hamas, whose negotiators do not communicate directly, have remained entrenched in their positions on critical issues, impeding progress in the negotiations.

The New U.S. Proposal

On August 8, amid the ongoing conflict entering its 11th month, President Biden, along with the leaders of Egypt and Qatar, expressed their readiness to present a "final" ceasefire proposal. Recently, during discussions held in Qatar, the United States put forth what it described as a "bridging proposal" in an effort to address some of the disparities between Israel and Hamas. The details of this proposal have not been made public, but it illustrates the U.S.'s commitment to facilitating dialogue and seeking resolution in this protracted conflict.
