Washington State Signs 'Strippers' Bill of Rights into Law to Improve Working Conditions
Washington state's "strippers' bill of rights" aims to ensure safer working conditions for adult entertainment workers.

On Monday, March 25, legislation known as the "Strippers' Bill of Rights" was signed into law in Washington state, with the aim of creating safer working conditions for individuals in the adult entertainment industry.
Comprehensive Statewide Protections
The newly enacted law is considered to include the most comprehensive statewide protections in the nation, advocating for the rights and safety of workers in adult entertainment establishments. Sen. Rebecca Saldaña of Seattle, who sponsored the bill, emphasized that "strippers are workers, and they should be given the same rights and protections as any other labor force."
Worker Safeguards
The legislation mandates various measures to ensure the safety and well-being of individuals working in adult entertainment clubs. This includes training to prevent sexual harassment, identification and reporting of human trafficking, conflict de-escalation, and provision of first aid. Additionally, the law requires the presence of security workers on site, keypad codes on dressing rooms, and panic buttons in areas where entertainers may be alone with customers.
Limiting Club Fees and Protections
Furthermore, the new law imposes limitations on the fees that club owners can charge dancers, capping them at $150 or 30% of the amount earned during their shift, whichever is less. Late fees and other charges related to unpaid balances are also prohibited under the new legislation. Most dancers in the state are independent contractors, and the law aims to protect them from exploitation, trafficking, and abuse.
Regulatory Implementation
The state Department of Labor and Industries is tasked with drafting new rules and guidelines to implement the changes to workplace safety standards included in the law by early next year. This comprehensive approach underscores the commitment to improving the working conditions and protections for individuals in the adult entertainment industry.
Impact on Alcohol Sales and Licensing
With the enactment of the "Strippers' Bill of Rights," adult entertainment businesses in Washington state are now able to obtain liquor licenses, provided they comply with the new safety regulations. This presents a significant shift in the regulatory landscape for such establishments, linking the issuance of liquor licenses to adherence to the enhanced safety standards.
Advocacy and Industry Response
"Strippers Are Workers", a dancer-led organization in the state, has been advocating for the regulatory changes since 2018. The organization's efforts were initiated due to significant regulation gaps for individuals working in the adult entertainment industry. This advocacy also encompassed the push for allowing alcohol sales in these establishments, with the goal of sustaining their operations without facing closures.
National Context and Worker Protections
Washington state's move to enact comprehensive worker protections for adult entertainers places it among a limited number of states taking such measures. Only one other state has implemented similar safeguards, highlighting the significance of this legislative development in the realm of labor rights and workplace protections.
Recognition and Advocacy for the Industry
Sen. Saldaña emphasized the importance of addressing the stigma surrounding adult entertainment and recognizing the humanity of those involved in the industry. This acknowledgment underscores the broader societal considerations associated with the legislation, emphasizing the need for respect and safeguarding the rights of all workers, including those in the adult entertainment sector.
