In an interview published on Thursday, Deputy Foreign Minister Sergei Ryabkov urged the United States to pay attention to discussions regarding potential alterations to Moscow's nuclear doctrine to adapt to changes in international relations.
Ryabkov stated that Russia's nuclear doctrine, outlining the circumstances for the use of nuclear weapons, is being reassessed as it was developed in a different era and under different circumstances. He emphasized that these discussions should be taken seriously by Russia's opponents.
Warning Against Dangerous Illusions
Expressing concern, Ryabkov cautioned that playing with fire and indulging in dangerous illusions could have severe consequences. He urged adversaries to heed President Putin's statements and soberly assess the world, acknowledging Russia's unwavering national interests.
Use of Nuclear Weapons
The doctrine specifies that Russia may use nuclear weapons in response to a nuclear attack or in the event of a conventional attack posing an existential threat. Despite this, Putin affirmed that Russia does not need to resort to nuclear arms to secure victory in Ukraine, signaling that the conflict would not escalate into nuclear war.
Potential Downgrade in Diplomatic Relations
Ryabkov also indicated that Moscow might consider downgrading diplomatic relations with certain Western countries if they persist in maintaining a "Russophobic" approach. He stressed the importance of embassies and the work of ambassadors, emphasizing that Russia does not rule out any options for the future based on the conduct of adversaries.
