Sgt. Black, who had been stationed in South Korea, was on his way back to Texas when he made a detour to Vladivostok via China for personal reasons. The U.S. Army spokeswoman, Cynthia O. Smith, stated that he did not obtain official clearance and the Defense Department had not authorized his travel to China and Russia.

The U.S. State and Defense Departments confirmed Sgt. Black's detention, and the Russian Ministry of Interior informed the U.S. Embassy in Moscow about the arrest for "theft of personal property." The embassy and army promptly notified his family about the situation.
